Dissertation specialist

I need a dissertation specialist. I have written my dissertation proposal and I need someone to read it and strengthen it so it will get approved by my chair. I can give recommendations on what I need or think I need. But I need someone who can recommend fixes as well. It needs to be strong. I have created a good foundation. I would like to have contact through email so we can make sure we are on the same page and also negotiate fees. I am not sure what will work since this is not a page by page thing.
