Main Points of the Article

“The Art of Planning” by Craig Haigh is a clear and logical presentation of the fire management career. The writer begins by providing background information on his fire service career. He started as a volunteer in a fire department in Illinois. This department had limited resources and finances and therefore, had to allocate time and effort into planning so as to budget and sustain the service. Chief Larry Anderson was in charge of the department and the annual planning of budget, resources and revenue generation. It is through this position that Haigh understood the importance of strategic planning for departmental success and community protection (Haigh). Most importantly, is the knowledge and understanding of planning as a strategic and deliberate effort that requires projection of the future to identify long-term needs of the community and service department.

The article then sequentially describes factors and considerations to be made in fire service, which include finances, SWOT analysis, establishing goals, using the plan and celebrating the progressive success (Haigh). Notably, a financial budget is described as the tool used to accomplish the plan. This then requires fire departments to lay out their annual budgets and seek other alternative financial options. The SWOT analysis is an effective tool that evaluates the organization’s strengths, weaknesses, opportunities and threats. This analysis allows for goal setting and detailed planning based largely on the strengths and weaknesses. Most importantly, the plan must be implemented daily with a record of progress and reward on continuous success.

Value to the Profession

This article goes beyond the traditional understanding of the fire service to explain that the job must also integrate effective leadership and management if it is to successfully provide service and safety to the citizens. Lastly, this article notes the financial and economic differences that occur in different departments and states. Despite these disparities, each department is responsible for its people and should find creative ways of management as well as alternative sources of funding.

Methodology to Apply the Article’s Content

It is evident that training in fire service has largely been neglected. As such, training and exposure to the service should begin early through voluntary and vocational activities. In this way, these individuals will learn the different challenges and benefits as well as gain experience in different departments. Besides, financial planning and management must also be made a prerequisite skill for entry into the fire service. This will allow basic skills to be integrated into the planning process coupled with ownership and pride. National and governmental stakeholders must also redirect funding and resources towards this industry.

Other Comments

Population growth and urbanizations have increased fire risk factors as well as human exposure to fire-related hazards. Thus, community training on fire safety is a core idea that all departments should take up and implement in all public institutions. Lastly, each individual is in charge of their safety and should equip their households with basic equipment and knowledge for fire safety.
