“War on Drugs”

The United States has implemented a criminal justice policy called the “war on drugs.”  This policy has been in existence for decades.  Assume you are a staff assistant to the President who has decided to investigate the effectiveness of this particular policy.  After your inquiry you have decided that a new policy must be undertaken.
