World Fisheries and the Future of Fishing

It was predicted in the early 1960’s that the oceans could easily feed 3 times the world’s population (about 4 billion then). It hasn’t exactly worked out that way. Your question for this forum is one that fisheries managers all over the world struggle with daily: If an oceanic fishery collapses from overfishing, what are three sorts of actions that might be taken to help the fishery recover?
