Congress and the White House

The Fair justice act, which Rep. Cleaver introduced, makes it illegal to enforce criminal and traffic laws solely for the purpose of generating revenue. How would the Senate, House of Rep, Obama, Congress as a whole, respond to this act? Would they enact it? Why or why not?
